Zuleka Fraser

Zuleka Fraser, a Vice President with CSG Advisors, has five years of experience in Affordable Housing Finance and over two years of experience working with Public Housing Authorities. Zuleka joined CSG Advisors in 2019 and has applied her experience and financial skills to help public agencies achieve redevelopment goals through the Rental Assistance Demonstration (RAD) Program, Section 22 Voluntary Streamline conversion, and the Low-Income Housing Tax credit programs (LIHTC).

STRATEGIC & LONG TERM PLANNING
Zuleka has participated in policy and strategic planning efforts for competitive funding rounds and has used that experience to assist in developing comprehensive strategies for clients focused on their specific goals beyond repositioning.

REAL ESTATE TRANSACTIONS, FINANCIAL ADVISORY SERVICES
Zuleka assists in structuring real estate transaction deals with Public Housing Authorities’ goals in mind. Zuleka has a wealth of experience underwriting various financing sources including, Bond Financing, LIHTC, Conventional Debt, and Soft Funding through the HOME Investment program. Additionally, she is also familiar with HUD’s mixed financed processes, subsidy layering review, and Choice Neighborhoods Program. Drawing from her experience, Zuleka underwrites to optimize transactions for Public Housing Authorities. She ensures that Public Housing Authorities contributions are minimized, maximum debt is leveraged, and soft funding sources are exhausted based on relevant underwriting criteria. Zuleka is also familiar with Qualified Allocation Plans (QAP) across the country and has experience with financial modeling. She also assists in evaluation of lender and investor comparison to provide optimal benefits to the projects.

DEVELOPMENT ADVISING
Zuleka focuses her development advising work on LIHTC applications, helping clients navigate the RAD conversion process, and Section 22 Voluntary Streamline Conversion process. She helps facilitate application completion and submission for HUD review. Zuleka also has experience in managing projects, reviewing third party reports, and due diligence review processes.

OPERATIONS & FINANCIAL MANAGEMENT
Zuleka optimizes cost efficiency and effectiveness through analyzing operational costs for projects and housing authorities by performing central office analysis and operations analysis.

WORK
Prior to joining CSG Advisors, Zuleka served as Director of Underwriting and Managed the RAD Program and Conversion process at the City of Atlanta Housing Authority. She also worked at Georgia Department of Community Affairs (DCA) Housing Finance Agency, underwriting LIHTC applications (9% and 4%), HOME Loans and NHTF applications, and managed the 4% LIHTC Bond Program, including creating processes and policies issued in the Agency’s QAP.

EDUCATION
Zuleka has a Bachelor of Science degree in International Studies and a Master’s degree (MBA) in Business Administration. Zuleka is a designated Housing Credit Certified Professional (HCCP), and also holds certificates in the following programs: Rental Assistance Demonstration (RAD) Certification – Essential RAD Overview & Managing RAD Project Based Voucher (PBV), Georgia Technology Authority – Basics of Managing Projects (July 2017), Real Estate Institute of Canada (REIC) in Mortgage Underwriting and Risk Assessment, Credit & Electronic Underwriting (2012).
