Jen Ragen, a Vice President at CSG Advisors, offers over 19 years of public housing authority experience. In her role she serves as a senior advisor to clients, oversees the preparation and submission of HUD materials, and directs development teams. A lifelong Philadelphian who has spent her entire career in the industry, Jen cares deeply about preserving and expanding access to quality, affordable housing.
PRIOR WORK
Prior to joining CSG, she served as Director of Policy at the Philadelphia Housing Authority, where she supported large development initiatives. These included repositioning over 1,000 scattered sites units using RAD Transfer of Assistance; ensuring all key repositioning and development efforts of the Authority were captured in their MTW Annual Plan; securing HUD approval for the Section 18 disposition of over 1,000 additional scattered sites units; and spearheading the Affordable Homeownership Partnership Program. This partnership successfully disposed of PHA-owned single-family homes to qualified development partners at less than fair market value, who then renovated and sold the properties to income-qualified homebuyers.
DEVELOPMENT ADVISING
Jen assembles and manages all required documentation for Section 18 submissions to HUD, leads the strategic planning and execution of RAD conversions, describes development and repositioning for purposes of inclusion in annual plans, advises PHAs, local governments, and development partners, and leads alignment among key stakeholders to ensure timely closings.
EDUCATION
Jen has a Bachelor of Science in Commerce and Engineering from Drexel University, a Master of Project Management from American Graduate University and is a certified Project Management Professional (PMP)®.
