CSG serves as financial advisor to more state housing finance agencies than any other firm. Our work ranges from structuring new bond issues to designing downpayment assistance and housing preservation programs and effectively investing agency reserves in ways that support the HFA's overall mission. Because of our extensive work with local governments, we are often asked to structure partnerships between state and local agencies.

Local Governments and Agencies

CSG serves as financial advisor to more than 50 local governments including: cities and counties, redevelopment agencies, infrastructure financing districts, housing authorities, and local housing finance agencies. Services include designing overall financial strategies and programs, negotiating development agreements, outlining strategies for individual projects and neighborhoods, and structuring bond issues.

Financial Institutions

CSG develops disposition strategies for large institutional real estate lenders, credit enhancers and bank trust departments to maximize the value of real estate assets. We help financial institutions evaluate and re-structure tax credit investment portfolios.

We have assisted a range of financial institutions, including major banks and consortiums of private lenders, in designing new credit enhancement programs and making new investments to meet Community Reinvestment Act objectives.

Non-Profit Corporations and Development Firms

CSG assists non-profit and for-profit clients in developing financing plans and arranging credit enhancement commitments to purchase or construct rental apartment developments or to restructure debt on existing projects. We have also assisted major national non-profit organizations in evaluating and restructuring portfolios of loans and projects and designing new investment programs.

Federal Agencies

We have often been asked to assist the Federal government on major new initiatives, including:

  • Serving as the Resolution Trust Corporation's national financial advisor for all tax-exempt related assets,
  • Designing the RTC's bridge financing program for selling projects to state and local governments and non-profit corporations,
  • Serving as HUD's national consultant for evaluating complex FHA multi-family refunding requests, and
  • Serving as a national expeditor for major HOPE VI projects to replace distressed public housing.
